before you begin screens are representative for training purposes and may differ slightly from your role’s and system’s appearance. these instructions cover how to use the construction and materials™ module in support of tennessee dot processes; however, these are not instructions on the tdot requirements. you can access tdot’s qrgs on the left-hand side bar of the player by clicking on resources and opening the pdf file. to move from slide to slide, use the next and back navigation arrows near the progress bar. alternatively, you can press enter on your keyboard. some of the screens in this training have a scroll bar on the right side of the screen. the scroll bar will only work on the steps where scrolling up and down are part of the instructions.
overview – adding and view subcontracts in this training, you will learn how to add and view a subcontract record. this training includes the following exercises: exercise 1 – entering a new subcontract exercise 2 – viewing an existing contract
background the guide below is divided into two subtopics, entering new subcontracts, and viewing previously approved subcontracts. per subsection 108.01 of the tennessee department of transportation standard specifications: the contractor shall furnish statements of proposed subcontracts on the proper form for department approval. the department must approve each proposed subcontract before that particular subcontract is put into effect (before the subcontractor may begin work on the project). the contractor shall self-perform at least 30% of the total original contract cost (refer to the standard specifications or the proposal contract special provision 108a as applicable regarding specialty items). per special provisions 1246 and 1247, the contractor shall also submit copies of all subcontractor agreements and purchase orders for dbe subcontractors. subcontract forms and dbe subcontract agreements, as applicable, should be submitted to the department’s headquarters construction division concurrently for approval via the sub.contracts@tn.gov email box.
background continued the contractor should notify the tdot civil rights division of any dbe subcontractor to be utilized that was not listed as an original commitment towards attaining a contract’s dbe goal, or if a dbe is being replaced on a project. if the subcontractor is only supplying materials and is a dbe, indicate on the front page of the subcontract form that they are a “material supplier only” (reference step 4(f)). if a subcontractor is only supplying materials but is not a dbe, a tdot subcontract form is not required to be submitted. regarding revisions: if a subcontract has been approved by tdot but later needs revisions requiring item quantities to be reduced, items to be removed, or a partial indicator checked, please contact sub.contracts@tn.gov for further instructions. if a subcontract has been approved by tdot but additional items or quantity need to be added to that same subcontractor, follow the below steps for entering a new subcontract and include only the items/quantity to be added.
exercise 1 – entering a new subcontract in this exercise, you will add a subcontract to a contract. the prime contractor is responsible for entering subcontract information into aashtoware project™, printing the subcontract form, signing, and submitting to the department for approval prior to the subcontractor beginning work on a contract (including second tier subcontractors). this example begins from the aashtoware project™ home page. role: tdot nonagency add subcontract

above, click save. review the item quantity and price amount. then, click the save button. notes: a subcontractor working on an item can perform partial amount of the total work for that item using the partial item indicator. on items where a subcontractor will be performing a partial amount of the total work (not necessarily the dollar amount) to be performed in the contract under that item number, check the partial indicator for that specific item. if an item is not indicated as partial and a subsequent subcontract form is submitted with the same item listed, the quantity listed on the original form will not be available for the subsequent subcontract. the subcontract will be returned to the contractor and the original will need to be revised before the subsequent can be processed. [ex. if the full contract quantity is listed on subcontractor a’s form, any further subcontracts with that item cannot and will not be approved until subcontractor a’s form is revised by the contractor and approved again by tdot].
